Fruto de la privatización del sector social, y desde la puesta en escena de la Ley del Menor, se puede observar cómo han ido proliferando diversas entidades (supuestamente) “no lucrativas”, que se han ido adueñando de la gestión de los distintos centros de menores, tanto terapéuticos, como de protección y reforma (centros cerrados o semi-cerrados), que se han ido construyendo con respecto a la aplicación de la mencionada Ley.
Esta proliferación no es casual. Según los últimos informes de la Asociación Pro-derechos Humanos de Andalucía, la Administración dota a las ONG’s que gestionan estos centros con más de 200 euros diarios por cada menor (unos 6500 euros al mes por cada menor). Pero lo interesante no es solamente la cantidad desorbitada con que se subvenciona a estas entidades “sin ánimo de lucro”, sino que también hay que tener en cuenta el uso que se hace de esos fondos públicos. Si echamos un vistazo podremos observar que las instalaciones de los centros de menores tienen carencias de todo tipo. Lo más obvio aparece en lo relativo a personal, alimentación, mobiliario y funcionalidad de las instalaciones. ¿Dónde va a parar entonces tanto dinero si no es gastado en personal, alimentos, mobiliario e instalaciones adecuados para la pretendida integración social de l@s menores?
La filosofía “rehabilitadora” de estos centros parece ser la de la contención y el silencio. Se sustituye al personal por guardias de seguridad y pastillas para los nervios (neurolépticos, ansiolíticos y tranquilizantes). Los golpes, las amenazas, el chantaje, el aislamiento y las pastillas son económicamente más rentables que 10 ó 12 sueldos más al año, que unas instalaciones funcionales, que una buena alimentación, y que un mobiliario adecuado. Ni que decir queda que muy probablemente alguno de los socios de las industrias farmacéuticas haga de vez en cuando donaciones a esta o aquella entidad “no lucrativa”, como recompensa a los dividendos obtenidos de la adicción inducida a l@s menores a distintos psicofármacos.
Teniendo en cuenta todo lo mencionado y recogiendo datos que reflejan que lo que se castiga fundamentalmente es la pobreza, ya que la mayoría de est@s menores procede de familias con escasos recursos económicos, ¿no sería más lógico, por ejemplo, que todo ese dinero que otorga la Administración a las ONG’s fuese a parar a las familias de l@s menores? Por lo que parece, detrás de las cárceles de menores hay muchos intereses ajenos a lo meramente psico-educativo o rehabilitador.
La tortura: Filosofía y Consecuencia
La realidad “terapéutica” de las cárceles de menores es fruto de la filosofía mercantilista de las entidades “sin ánimo de lucro”, y a la vez consecuencia de dicha filosofía. En un centro sin los recursos adecuados no se puede pretender un buen proyecto terapéutico o rehabilitador. Sabemos que hay buenos profesionales intentando hacer bien su trabajo, y que sistemáticamente se ven estrangulados por la inercia de un proyecto que no funciona como se quisiera. Aunque también sabemos que hay personas trabajando en estos centros que se han contagiado de la filosofía mercantilista y anteponen su dinero a fin de mes (su salario) por encima de la integridad de l@s menores para quienes trabajan. No queremos señalar a nadie (en su caso, los máximos responsables serán l@s directores/as de cada centro), pero sí queremos subrayar la responsabilidad de todas y cada una de las personas que participan en esta locura.
No existe una reglamentación uniforme sobre cómo deben funcionar los centros de menores. La Administración colabora con los abusos a menores en la medida en que no inspecciona ni regula los reglamentos internos de los diferentes centros (cárceles). Como cuestiones comunes a todos ellos, a los menores:
No se les permite “ser excesivos en sus muestras de cariño”.
Pasan días enteros en celdas de aislamiento si cometen “faltas”según el criterio de l@s profesionales.
Se viola su derecho a la intimidad sometiéndoles a constantes registros y cacheos con desnudo integral.
Se escuchan sus llamadas a familiares, y se interviene su correspondencia, sin que medie orden judicial alguna y se prohíbe cualquier contacto con sus amigos, parejas u otros seres queridos.
Se restringe el acceso a sus objetos personales (incluidos los juguetes).
Se les medica a la fuerza cuando están excesivamente “nerviosos” sin la apropiada supervisión facultativa.
Se les impide realizar actividades de ocio y/o deportivas.
Se les prohíben las salidas para acudir al colegio o instituto.
Se utiliza el castigo físico, obligándoles a realizar distintas actividades hasta la extenuación, o justificando los golpes como“contención física”.
Además estos centros tienen denuncias por palizas, abusos, agresiones sexuales, “suicidios”...
Qué se puede hacer: El ejemplo de “La Jarosa”
El pasado 10 de julio fue clausurado en Madrid el centro “La Jarosa” (barrio la Ventilla), gestionado por la Fundación Internacional O’Belén.
Distintas personas que han sufrido los reformatorios, familiares, ex-trabajadores de centros de reforma, gente del barrio, y otras personas solidarias, se movilizaron y emprendieron diferentes acciones para protestar por la situación que se vive en los centros de menores en general y en el de “La Jarosa” en particular. Entre otras acciones, se realizaron concentraciones en la puerta del centro, se prepararon charlas, se repartió información tanto dentro como fuera del centro, se apoyaron los motines de l@s menores divulgando la información fuera y se presentaron denuncias al Defensor del Pueblo y al Defensor del Menor.
A partir de las primeras acciones se sucedieron distintas inspecciones. También se sabe fehacientemente que tras el comienzo del conflicto, el centro redujo los actos de violencia contra l@s menores y el número de horas de aislamiento al que eran sometid@s sistemáticamente. Creemos que es un buen ejemplo de cómo a través de la solidaridad e implicación de l@s propi@s afectad@s se pueden conseguir objetivos a priori “utópicos”.
Una vez cerrado este centro, sabemos que algun@s de l@s chavales han sido internad@s en el centro “Picón” de Paracuellos del Jarama, gestionado por la Fundación O´Belen.
El resto de l@s menores creemos que han sido encerrad@s en otros centros similares de la misma fundación.

Anónimo — Mié, 24/02/2010 - 12:25Me encanta leer artículos sobre los centros de menores para recordar cuales son mis funciones dentro de un centro como educador y a su vez ver que es lo que la gente piensa sobre nuestra forma de trabajar. Realmente ¡¡¡somos tan crueles!!!. En realidad esa pregunta tiene sentido cuando no logro conciliar el sueño pensando en como conseguir que muchos de los menores del centro donde yo trabajo consiguan un desarrollo social y educativo sin que me escupan, me tiren la comida por lo alto de la cabeza, me golpeen, me den patadas, me amenacen ellos y luego más tarde sus familiares en la calle. Creedme me considero un buen profesional, estoy cualificado para ello por muchos de los escritores que ahora critican nuestras funciones y amo mi trabajo.
Me gusta jugar a los prismas, y ver el lado positivo de las cosas. Animo a todos los profesionales de los centros de menores.

puntodefuga — Mié, 24/02/2010 - 14:24Por mucho que digais que actuais con la mejor de las intenciones, debéis entender que estáis formando parte de una institución que retiene a personas contra su voluntad. Desconozco si la intención es la manifestada o es otra, pero independientemente de esto, si lo que quereis es ayudar a los chabales deberíais trabajar por el cierre de dichos centros y organizar espacios de ayuda comunitaria al margen de las instituciones, donde los jovenes acudan a disfrutar de unos servicios que deseen, y no cobrar un sueldo por ser captor de menores de edad. Desconozco lo de las buenas intenciones, pero desde luego, estáis viviendo a costa del encierro.

Anónimo — Lun, 28/07/2008 - 10:06No estoy de acuerdo contigo en casi nada. Trabajo en centros de menores desde hace años y lo hago porque me encanta ayudar. Dejé un empleo de mayor prestigio social y mejores condiciones económicas y sociales porque me formé para esto y es lo que me gusta.
Soy el primero que reconoce que existen aspectos a mejorar, algunos de ellos bastante graves, pero de eso a lo que pone en este artículo... Lo que sí considero es que se debería realizar auditorías a las entidades que trabajan en el campo social (no sólo menores), ya que algunas de ellas se están enriqueciendo de una manera descarada y ante la permisividad de las administraciones, todo ello con el consiguiente perjuicio para los usuarios, que ven mermados los servicios que reciben. ¿Ejemplos? Mensajeros de la Paz, O'Belén, una de Canarias (Asociación Mundo Nuevo)... Además, en muchos casos la formación del personal es inexistente, por lo que nos encontramos ante un trabajo altamente exigente y especializado, y unas personas que no están capacitadas para desempeñarlo correctamente.
Podríamos seguir hablando de muchísimas cuestiones más, ya que es un tema que me entusiasma y que me encantaría ayudar a mejorarlo, pero me despido dándote las gracias por expresar tu opinión y dejarme expresar la mía, aunque sean distintas. Un saludo.
Trabajo en Picón
Anónimo — Jue, 12/06/2008 - 09:25Soy trabajador del centro Picón de Jarama y lo primero que tengo que decir es que estoy en contra de todo lo manifestado por ti.
Yo no he visto agresiones físicas (si algunas contenciones , pero puedo asegurar que la intención de los chicos es agredir cuandos e les contiene) , la sexual no´sé de donde te lo sacas pero a parte de que hya muchísimas más mujeres que hombres trabajando en el centro, siempre hay más de un educador o monitor con los chicos.
Si te han informado desde La Jarosa , no metas a otros centros ni a sus trabajadores en el mismo trapo.......
Lo único en lo que estoy de acuerdo es en la falta de libertad , no porque no hagan deporte(que lo hacen todos todos los grupos cosa que en tu escrito manifiestas negativamente) , la falta de contacto fuera d eaulas o habitaciones, en eso sí estoy en contra.ç
La medicación se les da diariamente bajo supervisión médica , ya que no se tiene acceso a la zona para las medicinas. Y logicamente si un chaval va a estar aislado o se ha puesto muy nervioso se le debe medicar para que no adopte conductas como autolesionarse, destrozar la sala.......
Tu escrito me hace recapacitar y pensar en la sociedad española, en cuanto algo ha funcionado mal en un sitio, funciona malñ en todos. No puedo opinar de La Jarosa porque no estuve trabjando alli pero los chicos si em han hablado del centro , pero igual que yo no opino, tu no opines de Picón porque no conoces el excelente equipo de trabajo que lo conforma.
